WV EMS Tools is a bundled web platform with two applications: a state protocol reference and a patient care report. Both are accessed through a single sign-in at dispatch.wvems.app. No installation, no app store, no IT involvement. Updates roll out automatically.

A single-page web form for prehospital documentation. Captures full patient assessment, vitals trends, interventions, and transport details. Generates a formatted narrative for handoff.

How it works

Practical details

01 · Access

Load it once, use it anywhere

After signing in on a connected network, both applications save to your device. Once loaded, they work in the field with no cell service or Wi-Fi.

02 · Install

Add it to your home screen

iPhone: tap Share in Safari · Add to Home Screen. Android: browser menu · Add to Home Screen or Install App. Opens full screen with no browser bar.

03 · Storage

Your data stays on your device

Patient care reports and your profile are stored in your browser only — not on any server. No one else can see your reports. Export records regularly if you need to keep them.

04 · Sign-in

Internet required to sign in

The login screen requires a connection to verify your account. Once signed in, no internet is needed until your session expires after 7 days.

About this project

WV EMS Tools was developed by a working West Virginia EMS provider to address two specific gaps in field operations: protocol references that are difficult to use on a phone, and patient care report systems that aren't designed for prehospital workflow. The platform is independently developed and self-hosted.

The protocol application is current with the 2025 West Virginia OEMS protocol set. The PCR is built around BLS documentation standards and is adaptable for use outside West Virginia.

WV EMS Tools is not affiliated with, endorsed by, or maintained by the West Virginia Office of Emergency Medical Services (WV OEMS) or the Western Virginia EMS Council (wvems.org). It is an independent project. The platform is a reference and documentation tool. It is not a substitute for clinical judgment, medical control direction, or the official protocol document. Always defer to your agency's official protocols and online medical direction.
